The GTA Games That Never Existed

Rockstar rarely talks about what it did not release. Most of what we know comes from former developers and leaks, so each project below says how well it is sourced.

Facts come from the named sources below. Where a claim is only reported, or rests on one person's account, we say so.

Agent

Agent, a PlayStation-exclusive spy game set in the 1970s and developed at Rockstar North, was announced and never released. A former Rockstar North technical director says it was dropped so the team could focus on Grand Theft Auto and was never formally cancelled. Rockstar removed it from its website in 2021. In an interview reported in 2025, Dan Houser reportedly said spy games do not suit open worlds.

Project Z, the zombie game

The same former developer says the studio spent months on a zombie game built on the Vice City engine and set on a Scottish island. This is a single-source claim, and Rockstar reportedly asked him to remove his posts about cancelled projects.

Bully 2

A sequel to Bully was named among the shelved projects by the same former director. Developer accounts say Rockstar New England built a vertical slice before the team was reassigned, though the timing varies by source. Rockstar has never announced a sequel.

Other shelved projects

Wikipedia's studio histories record several more. Spec Ops (2005) was cancelled at Rockstar Vancouver, We Are the Mods was cancelled at Rockstar Toronto, and a single-player version of Wolfenstein: Enemy Territory was cancelled at Rockstar New England. A Game Boy Advance version of The Warriors was reported by Time Extension in 2024 to have come close to release around 2005. Rockstar Leeds is documented as having briefly worked on a Nintendo DS version of Bully before it was cancelled.

A former developer has also said a multiplayer mode for Grand Theft Auto III was in development.

Project Americas

Often listed as a cancelled game, Project Americas was an early plan for GTA 6 that was scaled back, not a separate cancelled title. See our full explainer for what Bloomberg reported.

What we left out

We did not include the many lists online of cancelled GTA games, such as a sequel to Vice City Stories or a GTA IV online spin-off, because we could not find reputable sources for them. A leak in December 2023 reportedly included plans for unreleased GTA V content, but we could not confirm the details. A claim is not a project until someone credible puts their name to it.

Quick answers

What GTA games were cancelled?
Rockstar has never published a list. Documented shelved projects include Agent, Bully 2 and Spec Ops. Project Americas was a scaled-back early plan for GTA 6.
Is Agent still coming out?
Rockstar has not released it and removed it from its site in 2021. A former developer says it was never formally cancelled.
Will there be a Bully 2?
Rockstar has never announced one. Developers say a vertical slice existed before the team moved on.
